Fog tends to form when warm air passes over or collides with cold air. So wherever you’ve seen this effect, you’ll have to imagine the invisible warm air blanket covering a lower layer of cold air closer to the ground. The warm air traps the cold air but also makes the water vapour in it visible as fog.
